The PHD degree is defined as publishing research new to the world's body of knowledge. If that's what your proposal writing will do, earn your PHD degree while conducting your study and publishing the results. You can write a solid dissertation proposal in a concentrated 3 week residency. Then, with close supervision typically for the next 2 semesters, you conduct your study and write the dissertation. When your findings are multimedia published you earn the PHD degree.
